2021 National Conference on Foreign Trade Held in Hubei

2021 National Conference on Foreign Trade Work Held in HubeiOn the mornings of April 9 and April 10, the National Conference on Foreign Trade Work was held in Wuhan, Hubei Province. Main tasks of the conference were:Fully implementing the decisions of the fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC) and the Central Conference on Economic Work, following through with the requirements of the Report on the Work of the Government, and implementing the plans of the National Conference on Commercial Work;Summarizing work on the foreign trade front in 2020, analyzing foreign trade dynamics in 2021, and planning for the work for this year;Stabilizing foreign trade volume and improving foreign trade quality, so as to contribute to the building of the new development paradigm and commemorate the centenary of the CPC with outstanding foreign trade achievements.Minister of Commerce Wang Wentao attended the conference in Beijing via videoconferencing and delivered a speech. Wang said that in 2020, China’s foreign trade bucked the trend and reached new record highs in terms of total trade volume and international market share. “During the 13th Five-Year Plan Period, China’s foreign trade made historic achievements; with an optimizing structure, accelerating innovation-driven development and remarkable contribution to social and economic progress, China’s foreign trade was a full success in the 13th Five-Year Plan period,” Wang noted.Wang stressed the crucial role of commercial work in fostering the new development paradigm, both as an important component of the domestic circulation and as a significant hub linking the domestic and international circulations. “Local commercial authorities should resolutely implement the decisions and plans of the CPC Central Committee and the State Council. Guided by the central task of building the new development paradigm and an accurate understanding of the new positioning and missions of foreign trade, they should make better use of foreign trade as catalyst of the flow of production factors, locomotive for innovation-driven development, and bridge between the domestic and international circulations,” Wang said.Wang asked local commercial authorities to actively plan for and advance foreign trade work to set the stage for the 14th Five-Year Plan. “First, local commercial authorities should continue to deepen international trade and economic cooperation, while bearing in mind overall national development and major strategies such as the Belt and Road Initiative. Second, local commercial authorities should promote innovation-driven trade development by unleashing potential through scientific and technological innovation, spur vitality through institutional innovation, and increase momentum through innovation of business types and models. Third, local commercial authorities should make good use of existing policies, keep track of foreign trade dynamics, increase awareness of the difficulties foreign trade companies encounter, and proactively look into reserve policies, so as to stabilize the fundamentals of foreign trade and foreign investment,” Wang said.Assistant Minister of Commerce Ren Hongbin attended the conference and delivered a work report. Ren pointed out that in 2020, foreign trade moved forward against headwind and made hard-won achievements; in 2021, foreign trade still faces complexities and challenges, which requires local commercial authorities to rise to the challenges with strong confidence. “To press ahead with innovation-driven foreign trade development, local commercial authorities should prioritize the three programs for high-quality import and export, trade-industry integration and trade facilitation. They should also make solid progress in foreign trade this year, cement the foundation for foreign trade stability and development, and strengthen foreign trade’s supportive role in building the new development paradigm,” Ren said.Vice Governor Zhao Haishan of Hubei Province attended the conference and delivered a speech. Other attendees include officials from commercial authorities of provinces, autonomous regions, municipalities, cities specifically designated in the state plan, and Xinjiang Production and Construction Corp, as well as officials from the National Development and Reform Commission, the Ministry of Finance, the General Administration of Customs, the State taxation Administration, China Banking and Insurance Regulatory Commission, China Development Bank, the Import-Export Bank of China, China Export and Credit Insurance Corporation, and chambers of commerce for import and export.
